Your other most profitable source of intel is killing the VP Rares. These are the elite mobs that are marked on the map. Kill all that are up, then switch shard to find more. There are 36 different rares, with up at any one time. Each rare will give you intel, which may seem like a small amount, but when you kill them between zone events or while doing your dailies it all helps to add up.
The VP rares also drop quite a lot of Plat. Other sources of intel include.. Random dungeons — gives 50 intel each VP dailies and weeklies — The VP dailies can be very quick or very time consuming, depending on which ones you get! Your time is better spent elsewhere after you have maxed the notoriety.
Bastion of Steel bosses — Each boss in the BoS raid gives intel. Level 70 dungeon gear will be quickly replaced with LFR and T1 gear, so there isnt much need to upgrade these drops, you will mostly just be upgrading T1 and T2 gear. Upgrade requirements are generally from 3 main categories. The various amenders are all crafted by different craft professions, the recipes are bought from the Rift store for crafting marks.
Amenders can only be crafter once every 20 hours, so try to start stocking up on them before you need them! You have to upgrade a Visionary Amender to Prophetic yourself, once it upgrades to Prophetic it will become bound to account.

Storm Cell: Used to upgrade T2 quality gear. Storm Cells drop randomly from the T2 Raid bosses. You buy them with Legion Datagrams, the T2 Raid currency. You should spend your Legion Datagrams on Storm Cells rather than gear til you have a good stock. Most players will just buy the single target or tanking crystals as these are required most in raids. There is a good selection of daily and weekly quests to pick up. Each of them offers slightly different currency rewards as well as notoriety towards the various factions. These dailies are useful for farming the various notoriety that they award.
Once you have maxed out the notoriety there is no need to keep doing them, your time will be better spent farming INTEL. The only dailies you may want to keep doing are the portal quest dailies as these count towards a weekly picked up from Alittu. You can also trade Sigil of Valor for notoriety in the Rift store. Here you will find a list of Notoriety Decrees which you can buy with your Sigils of Valor. You should do this daily, as you can only hold 5 Sigils at a time and only buy one decree for each Faction daily.
Most of the Quests in Alittu are found upstairs in the main building with the exception of the crafting quests which are in a side room off the plaza where the portal is. Upstairs you will find.. This daily awards 30 Captured Intel.
This weekly awards Legion Datagrams and Captured Intel. A raid rift group will usually close all 3 of the rifts anyway to maximise loot chances. If you really like number crunching then there is a database of fragment stats here. As you work your way to higher level group content, the fragments you loot should gradually get better and better. So by the time you enter T1 and T2 raids you should have at least half your fragments with level 15 good stats and the other half at level with not so great but still acceptable stats. Your end goal is of course to get all your fragments to level 15 with good stats on all of them.

Carlos the Mage. Have to have enough focus for the content, since mage healing depends on doing damage for the most part, and having 1 tick of your channel resisted stops the whole thing and puts it on cooldown.
The other slots it doesn't matter if it is PvP or PvE gear, since you won't be missing any focus, just go with whatever gives you the best stats. Until you get enough faction with icewatch and dragonslayers, you should probably have focus runes in those slots anyway. Though it is much easier to PvE gear up now than at launch.
The new player made pieces are better than T2 plaque items. Bosses drop more purples, more plaques, and you trade in T1 plaque items towards the purchase of T2 plaque items. Once you start running T2 dungeons, you earn a mark toward the raid gear too. As a cleric i will say that rank 8 gear is awesome to heal in. As a chloro you will need to find a means to get the focus. Unsure about hammerknell drops as i havent done that. I suppose it helps that they only need one set of equipment for all of their purposes.
